The location at 1800 Martin Luther King Jr. Avenue SE will be closed Friday, March 29 to accommodate the move. DHCD will reopen at its new location on Tuesday, April 2. Home Purchase Assistance Program (HPAP) The Home Purchase Assistance (HPAP) program provides interest-free loans and closing cost assistance to qualified applicants to purchase single family houses, condominiums, or cooperative units in the District. Residential Accessory Apartment Program (RAAP) In her FY 22 and 23 budgets, Mayor Bowser provided over $2 million in funding for the establishment of an affordable dwelling unit pilot program. DC Homeowner Assistance Fund The DC Homeowner Assistance Fund Program uses funding from the American Rescue Plan to provide grants to District Homeowners who have been affected by COVID-19 to help keep their home. Featured Services Homeowner Assistance Fund (HAF) The HAF program can help income-qualified District homeowners facing financial troubles. Inclusionary Zoning (IZ) Affordable Housing Program The District’s IZ Program sets aside affordable rental and for-sale units.
